Torrance Customer Traffic Restrictions Rules (2026): What You Need to Know

Torrance has one of the stricter home occupation regulations in the South Bay area of Los Angeles County. The most notable restriction is the complete prohibition on customer or client visits to the home occupation residence. This means businesses that rely on in-person customer interaction — such as hair salons, tutoring services, or consulting meetings — cannot operate from a Torrance residence.

All business activity must be conducted inside the residence or a permitted, enclosed accessory structure, with the exception of parking an allowable vehicle. Inventory, supplies, equipment, and tools must not occupy more than 25% of the allowable area and must be stored entirely within a permitted, enclosed building or within an allowable vehicle. No deliveries beyond standard residential mail and parcel service are permitted.

No employees other than residents may work on the premises, and other employees may not arrive at or depart from the home to start or end their workday. The home occupation applicant agrees to make the premises available for inspection by the City Manager or designee at all reasonable times without an inspection warrant to ensure compliance with these requirements.
