Santa Clarita Customer Traffic Restrictions Rules (2026): What You Need to Know

Section 17.65.040 of the Santa Clarita Municipal Code establishes strict limitations on customer traffic and visitation for home-based businesses. The general rule is that no employees, customers, or clients may visit the site except as specifically allowed by the code. For business and professional offices, no retail sales transactions may be made on the premises and no regular visits are permitted. For instruction-based businesses (academia, music, art, dance), up to five pupils may receive instruction at any given time with no more than two vehicles incidental to the instruction.

All home occupations must not create vehicular or pedestrian traffic in excess of what is normal for the zone in which the business is located. This standard is evaluated based on the typical traffic patterns of the surrounding residential neighborhood. Any visitation and deliveries incidental to the home occupation are limited to the hours of 7:00 AM to 7:00 PM Monday through Friday, and 8:00 AM to 6:00 PM on Saturdays and Sundays. No visitation or deliveries are permitted on holidays.

The required residential off-street parking must be maintained at all times, meaning the garage spaces cannot be used for business storage or converted in a way that eliminates parking. No sale of goods on the premises is permitted, and no materials or goods may be stored outdoors. These restrictions ensure that home-based businesses in neighborhoods across Valencia, Saugus, Newhall, and Canyon Country do not impact the quality of life for surrounding residents. Violations of traffic and visitation limits may result in code enforcement action and revocation of the Home Occupation Permit.
