Glendale Customer Traffic Restrictions Rules (2026): What You Need to Know

Glendale Municipal Code Chapter 30.45 explicitly prohibits any increase in pedestrian or vehicular traffic generated by a home occupation. This is one of the strictest customer traffic restrictions among Southern California cities. The prohibition means that home businesses may not receive customers, clients, students, patients, or other visitors at the residence for business purposes. Deliveries beyond what is normal for residential use are also prohibited.

The restriction on traffic applies equally to the displacement of required residential parking spaces. A home business may not use parking spaces that are required under the zoning code for the residential use, nor may it generate a need for additional street parking. This ensures that the residential parking balance in the neighborhood is not affected by commercial activity.

A limited exception exists for uses permitted or conditionally permitted in designated historic resources pursuant to Section 30.11.020, which may allow some level of customer traffic in historically designated properties. Additionally, uses permitted under the California Homemade Food Act (AB1616) have a limited exception for mechanical equipment but are still subject to the traffic restrictions. The Director of Community Development may impose additional conditions on Home Occupation Permits to ensure compliance. Violations of traffic restrictions may result in permit revocation through the appeals process before the Planning Commission.
