Downey Height Limits Rules (2026): What You Need to Know

Downey's zoning code under Article IX, Chapter 2 establishes fence and wall height limits based on yard location and zoning district. In residential zones (R-1, R-2, R-3), front yard fences are limited to 42 inches (3.5 feet) measured from the finished grade. Side yard and rear yard fences may be up to 6 feet in height.

Fences exceeding 6 feet require a building permit, engineering review, and approval from the Planning Division. Block walls and masonry fences over 4 feet typically require engineered plans. Barbed wire, razor wire, and similar hazardous materials are prohibited on fences in all residential zones. On corner lots, fences within the sight-line triangle (typically the area within 25 feet of the intersection of two property lines at the street corner) are limited to 36 inches to preserve driver visibility. Chain link fences in front yards are generally discouraged and may require Planning Division approval. Height is measured from the finished grade on the higher side of the fence.
