Pomona Construction Hours Rules (2026): What You Need to Know

Pomona Municipal Code Section 18-197 regulates the hours during which construction noise is permitted in the city. Construction activities — defined to include building erection, demolition, alteration, repair, grading, excavation, and the operation of any power-driven tools, equipment, or vehicles — may take place Monday through Friday from 7:00 AM to 8:00 PM and on Saturdays from 8:00 AM to 5:00 PM. All construction activity is prohibited on Sundays and on City-recognized holidays. These restrictions apply to both residential and commercial construction projects across all zoning districts within Pomona.

The ordinance applies equally to professional contractors and homeowner do-it-yourself projects. A homeowner operating a circular saw, compressor, or jack hammer on a Saturday must cease work by 5:00 PM regardless of the project's urgency. Large-scale development projects in Pomona's downtown revitalization area and in the Cal Poly Pomona Innovation Village corridor are subject to the same time restrictions unless a specific variance is granted. The City Engineer may approve extended construction hours for emergency utility repairs or for phased public infrastructure projects where nighttime work reduces traffic disruption.

Enforcement is complaint-driven through the Pomona Code Enforcement Division, though building inspectors also monitor compliance during routine site visits. Contractors operating before or after permitted hours may receive a stop-work order in addition to administrative fines. The Pomona Police Department also responds to weekend and after-hours construction noise complaints, particularly in the residential neighborhoods adjacent to the Fairplex and along the Holt Avenue commercial corridor where mixed-use redevelopment is ongoing.
