Fillmore Municipal Code Title 10 addresses commercial vehicle parking within the city, balancing the needs of a small agricultural community against residential quality-of-life concerns. Vehicles exceeding 10,000 pounds gross vehicle weight rating (GVWR) or measuring over 25 feet in length are prohibited from parking on residential streets between 10 PM and 6 AM. This restriction targets large commercial trucks, box trucks, semi-trailers, and heavy construction equipment while intentionally excluding the smaller work trucks, vans, and utility vehicles that are common in a farming community. Standard pickup trucks, even those with commercial lettering or tool racks, fall well under the 10,000-pound GVWR threshold and are not restricted.

Fillmore's economy has historically centered on citrus agriculture, and the municipal code reflects this heritage. Agricultural vehicles — including tractors, harvesting equipment, and produce haulers — that are actively servicing orchards, packinghouses, or farms within or adjacent to Fillmore receive broader accommodation for temporary street parking during daytime hours. During citrus harvest season (roughly November through May), it is common to see agricultural trucks parked along roads near the groves and the Fillmore-Piru Citrus Association packinghouse. The code enforcement approach during these periods is flexible, focusing on safety rather than strict time-limit enforcement, provided vehicles are not blocking traffic or creating hazards.

For non-agricultural commercial vehicles, short-term parking for active loading and unloading of goods is allowed during reasonable business hours. Contractors performing work at a residential property may park their commercial vehicles at or near the job site during active work hours but are expected to remove them at the end of each work day.
